MOTOR VEHICLES, WATERCRAFT AND AVIATION 681 or in the event a vehicle is the subject of an agreement for the conditional sale or lease thereof with the right of purchase upon performance of the conditions stated in the agreement and with an immediate right of possession vested in the conditional vendee or lessee, or in the event a mortgagor of a vehicle is entitled to possession, then such conditional vendee or lessee or mortgagor shall be deemed the owner for the purpose of this chapter; (17) The term 'school bus', when used in said sections, means any motor vehicle, either publicly or privately owned, used to transport students to and from school, or to transport pupils properly chaperoned, to and from any place within the state for educational purposes; Section 302.020. Operation of motor vehicle without license— unlawful.—It shall be unlawful for any person to: (1) Drive as a chauffeur any vehicle upon any highway in this state unless such person has a valid license as a chauffeur under the provisions of this chapter, or to (2) Drive other than as a chauffeur any motor vehicle, except farm tractor, upon any highway of this state unless such person has a valid license as an operator under the provisions of this chapter, except that any person holding a valid chauffeur's license shall not be required to procure an operator's license. Section 302.040. License by municipalities not required.— Any person licensed as an operator or chauffeur under this chapter may exercise the privilege thereby granted upon all highways in this state and shall not be required by any municipality or other political subdivision having authority to adopt local police regulations to obtain any other license as an operator, chauffeur, or driver in order to exercise such privilege, except that this section shall not be construed as depriving municipalities of the right to license, tax and regulate taxicab drivers. Section 302.050. Chauffeur's license not required for operation of goverment owned vehicle.—Any person holding a valid operator's license shall not be required to procure a chauffeur's license for the operation for official use of any motor vehicle owned by the United States, the state of Missouri, or by any municipality or political subdivision of this state, except that any person operating a school bus shall be required to procure a chauffeur's license. Section 302.060. License not to be issued to whom.—The director shall not issue any license hereunder: (1) To any person, as a chauffeur, who is under the age of eighteen years; (2) To any person, as an operator, who is under the age of sixteen years, except as hereinafter provided;
