13 The recruiting expenses of the organization and embodiment of this force, under a literal construction of the agreement above referred to, and of General Orders No. 96, would necessarily have to be borne by the State, inasmuch as the order expressly states that. * * * * * * * * "The State force thus organized will be, during such time as they shall be actually en- gaged as an embodied military force in active service, armed, equipped, clothed, subsisted, transported and paid by the United States in accordance with the Regulations of the United States Army, and such orders as may, from time to time, be issued from the War Depart- ment, and in no other manner," etc. A few of the claims of this character have been paid, but they were only such as were made out properly and in due form, in accordance with regulations governing the recruiting service in the United States Army. Quite a large number, in fact the great majority of them, are improperly made out, and although no doubt justly due, should be passed upon by some competent authority before being liquidated. The amount is by ao means great, as will be seen by a statement which I have prepared and submitted to your Excellency, the aggregates of which are as follows: In all ten thousand four hundred and seventy-five dollars and thirty- nine cents, which have, up to this time, been filed in this office. The claims for services are of course, in most instances, entirely irregu- lar, but the claims for other items are no doubt mostly just, and should be paid. However, as some legislative action is evidently necessary in order that a proper liquidation may be made, I respectfully request that your Excellency will call the attention of the General Assembly to this subject, at their present session. MISSOURI VOLUNTEERS. During all the time which is above referred to, as embracing the incep- tion and formation of the Missouri State Militia, the work of recruiting for the United States Volunteer service was briskly carried on, and the rapid completion, one after the other, of Regiments, Battalions and Batteries was made. The officers of all the Regiments which were raised in Missouri were, as soon as the machinery of the State Government was properly put in opera- tion, commissioned by your Excellency in due form, and a history of each command inasmuch as it related to its State, commenced. Up to that time these officers had all been acting under appointment from United States officers, or else had simply been mustered into their respective grades with- out any proper commissions.
