Power Pow Decision Delayed By Grant Jackson Missourian Staff Writer The City aty Council Monday M y decided to delay for one week a decision on whether to ask for a 19 million plus plug bond issue to meet the city's in in- increasing increasing increasing creasing water and power needs Black and Veatch consulting engineers of Kansas City has recommended that the city im im- implement implement im- im implement changes in its power system at a cost of about 19 million Financing for such changes would come from a bond issue and City Manager Don AUard Allard has recommended mended the city also consider the need for extending present water service in the same bond band issue The Black Bla k Veatch recommendation recommendation calls for the installation of two kilowatt combustion tur tur- turbines turbines turbines bines in 1976 and 1979 retiring re g three existing generating units Ul ts and contracting con con- contracting contracting for tor a term long supply of fuel to power the new turbines One years year's supply of fuel has been estimated to cost 1 SI million n The plan also calls for existing plant modifications upgrading tran tran- transmission transmission transmission facilities and reworking the downtown distribution network The new turbines would have to be installed at a new location since the present city power plant would not be beable beable beable able to accommodate them according to the study stud The 19 million does not include the cost of land Black Veatch has offered the Council five alternative plans for solving the city's increased power needs Presumably the Council could choose to accept any of the five or reject all of them However Black Veatch has recommended im im- implementation implementation im- im implementation of Plan 1 I.
