Canada Feels Frustrated Over Peacekeeping Role Bole Canada is like the proverbial old racehorse that has been around the track so many times she can run the course blindfolded Serving under the auspices of the United Nations and as an independent force Canada has had more experience in international peacekeeping than perhaps any nation in the world Although she is not without her biases Canada generally has managed m to remain neutral in her efforts to maintain the peace Her most recent experience as a member of the International Com Com- Commission Commission mission of Control and Supervision in Vietnam is a case in point Amid An d the posturing and polemics of the Communists and the Saigon govern govern- government government ment Canada has been the only member of the commissions commission to criticize openly and frequently both sides for their flagrant violations of the truce agreement That Canada has stuck it out this long longis is remarkable She came to the Ices under heavy pressure from the United States and with few hopes of success Her misgivings were based on almost 20 years of frustration as a member of the now defunct International Control Commission Com Ice the predecessor of the Ices Because of its makeup Poland India and Canada and limitations the Ice pleased no one and accomplished virtually nothing Canadas Canada's present position on the Ices is even more hopeless Her complaints of truce violations fall on deaf ears and she has grown weary of seeing the good name of her country used to give legitimacy to a mockery of a truce On July 31 SI Canada is withdrawing her hermen hermen hermen men from Vietnam because she no longer feels her presence presen can make a difference or ensure peace The old racehorse obviously felt the therace therace therace race was rigged from the start and wasn't worth the running In with withdrawing wit drawing Canada also may be signaling the world that she is retiring to pasture her role as an international peacekeeping force Corce in favor of letting someone else run nm in her place
