3 i Redistrict Put Aside By House Honse JEFFERSON CITY The AP-The House got a respite today from congressional redistricting problems after a day of wrangling failed to solve them The issue was put off until Monday after a hastily called Democratic caucus which drew criticism from Negroes Re Re- Republicans Republicans Republicans publicans and dissident Democrats who had joined forces in an attempt to adopt the Senate reapportionment proposal It would put most St. St Louis Negro voters in the Democratic 1st District of northern St. St Louis now represented by veteran Rep Frank M. M Karsten Rep DeVerne Calloway St. D-St. Louis one of the 32 12 2 Negroes in the House was bitter about the delay She said the ilie Ne Ne- Negroes Negroes Negroes groes were committed to the Senate bill because it would give them a chance to elect Missouri's first Negro congressman a a aShe I She said they would continue to vote with the Republicans if they also wanted to g go gG along with the Senate version She said the purpose of the Democratic caucus was to get together on a bill that could close the Democratic ranks and send the whole problem to conference committee for settlement In committee action the House Con Con- Constitutional Constitutional Amendments Committee ap ap- approved approved ap- ap approved proved two Senate measures to change Missouri tax laws One would allow the Legislature to adopt federal income tax definitions in order to simplify state income tax forms The Legislature would still control state rates and deductions
