National Window Politicians Are to Blame Bame For Medicare Confusion 1 By Lyle Wilson Bj 24 2 United Press International Now we have Medicare and andopen andopen andopen open season on American physicians and surgeons surg ns The medicos are being cast as the bad guys who wear the black blackhats blackhats blackhats hats and represent the anti antisocial social elements at the shoot-out shoot up the gulch It isn't fair f f. f More specifically the physicians clans and surgeons are being accused of penalizing old age patients in an expression of their own dissatisfaction with the theory and practice of ci Medicare THE TE iNSTANT complaint I against the medical profession Is that the American Medical Association Asso Mae AssociatIon in recent convention voted to advise its members member to adopt a procedure freely per per- permitted muted by the Medicare act in billing their older patients Congress chose chosa to allow tho the doctors an option in rendering their bills They may bill the older patient directly or the medicos themselves may sub sub- submit submit submit mit their charges to the federal government for compensation AMA voted to bill directly and the chorus of protest arose and still is soaring It is argued that the older men inca and ADd women will bo be confused C befuddled and frus frus- frustrated frustrated tinted by the paper work involved in submitting their own claims to the federal government for compensation for money already paid to their or surgeons in response to direct billing THERE IS not much doubt that the te AMA action somewhat reflected resentment of the medical profession against the theory of Medicare But more is involved than mere resent resent- ment It cannot be shown conclusively that the medicos are wrong in seeking to maintain the maximum doctor doctor- patient relationship even to the of continuing instead of abandoning the practice of direct billing to patients and direct payment to doctors The medical profession is not Dot likely to get the benefit of the doubt on that because the politics of the situation is loaded against them The physicians and surgeons will be lucky it must be remembered if they escape blame for all aU bugs bUSS and other weaknesses in inthe inthe inthe the Medicare program including including ing jag the tha weakness built into it by the politicians themselves THE Tag POLITICIANS built in a weakness by selling over-selling and under-explaining under to the older folks what they actually should expect and the likely limita limita- limitations limitations on realization of their dreams These limitations ton eon consist of cf the shortage of medical hospital and technical person personnel nel plus the potential shortage of hospital and nursing cursing homo home beds for care of the oldsters When the tho Hon lion Timothy aged 67 now hollers bollers for emergency treatment a doctor a hospital room ro rn round the clock the clock special nurses the old man will expect to get et em right away in hi line with the general nature of the promises made by politicians to propel Medicare through Congress If Ii Tim Tins is disappointed in any of his emergency demands dE he heis heis heis is not noL likely to blame the politicians Tim is too naive politically to do that flint Old Tim Tins will blame the hospitals cuss the doctors and build up mora more popular resentment the dedicated men and women ia in inthe the medical profession As for direct billing doctor t to patient old Tims Tim's regular doctor a perceptive compas compas- compassionate compassionate compassionate skillful man already has explained to Tim that direct billing will save a physician phy a great deal of paper paperwork paperwork paperwork work and a lot of money Busy physicians figure they the would need another office compensation for such auch added costs But Congress did give the medical profession pretension the option of eg assuming those costs of paper paper- paperwork paperwork work or escaping some seine of them The medicos chose the tha less costly option for which they now are being set up by usually impartial editorial wn- wn writers and by the politicians as potential enemies of the common com common m. m mon mOil man maD especially the tile old ones
