I the Reserve or Guard e e e However the amendment would exempt reservists or guardsmen who served in World War II I the Korean War or on active duty for more than two years The Senate rejected 62 26 a proposal from Sen Thur Thur- Thurmond Thurmond mond R SC R S SC C that the Gallup callup call up be limited to young men not in units or to entire units Russell argued that only seven of eight reservists would be taken from any unit thus preventing any weakening of one unit Noting that President Johnson did not want the authority and an might not use it it Russell said that the measure at least put the Senate on oa record in hi favor of 1 equality of service Under present law Johnson cannot summon Reservists and Guardsmen to active duty un un- unless unless less he be or Congress declares a national emergency The Georgia Democrat said Johnson had ad not issued such conch a declaration because it would make the United States appear ridiculous in the eyes of the world while with a a third third rate rate power such as North Viet Nam Russell and agreed during floor debate to limit the President authority until June 30 1968 s. s s
